We (www.localphone.com) have been offering a service like this since Christmas, we offer basic calling card service, direct dial (pretty much what is mentioned in this article), all the way through to VoIP accounts.

[...] Truphone just released their new 4.0 client for Nokia S60 phones. Truphone Anywhere allows users to make calls over 3G or WiFi at very inexpensive rates. While that doesn’t sound particularly new, the clincher about Truphone Anywhere is that you can use Truphone to make calls even when you’re way out of 3G or WiFi range. Even if you’re outside 3G or WiFi range but still have a GSM signal on your phone, the call can get routed through a PSTN gateway in your country. This gateway, which is a national call in your country, will connect your call to its international destination at Truphone’s rates. This is a perfect solution if you do quite a bit of international traveling and need to make a lot of phone calls. For more information, listen to Alec Saunder’s podcast. [...]
