It seems like a reasonable thing to me, but in the back of my mind I can't help think this somehow will leave the door open to abuse…

It seems completely reasonable to me, Don. It's one of those things that everyone had to know was coming. If you're a VoIP subscriber, then the next thing to look for is to have your company tack it onto your bill.
