Manley Sticks Ontario With Bill

Provinces on the hook for Ottawa’s overpayment. OTTAWA and TORONTO — Finance Minister John Manley said yesterday that he will recover $1.3-billion in overpayments made to Ontario over the past decade and forgive another $3-billion given by mistake to all the provinces.  I read this several times.  Why stick Ontario with the bill if the other provinces are having their overpayments forgiven?  I don’t get it.
