Liberals face confrontation in ratifying Kyoto accord. VICTORIA and OTTAWA — The Kyoto accord on reducing greenhouse gases casts a large shadow on Canada, from the Queen Charlottes on the West Coast to Alberta’s oil sands to the Grand Banks off Newfoundland. Papers are full of this story this morning, but Chretien seems to think he won’t have any trouble mustering the votes in the House of Commons to ratify.
